Toledo Public Schools enroll 30,000 students. The Toledo Federation of Teachers (TFT) represents Toledo's 3,000 teachers, paraprofessionals, and substitute teachers. It was chartered as Local 250 by the American Federation of Teachers in February, 1933 and has continued in existence since that date. TFT first won bargaining rights in 1968.

The officers serve 3-year terms and the 27 directors serve 3-year terms. All officers, directors and reps must sign a pledge not to seek or accept an administrative position during their term of office. The 91 TFT Building Representatives are elected by the members of their schools each May. Each school has an annually elected committee ranging in size from 5 to 7. Representatives and committee members also are ineligible to serve if they apply for administrative positions during the year in which they are elected to serve.
